Graham was previously the Chief Structures Engineer at Surrey County Council with responsibility for the effective management of a stock of over 1,500 bridges. Graham left Surrey in 2012 to set up his own consultancy which specialises in advising clients, including several heritage railways, on various aspects of bridge management. He currently represents the Heritage Railway Association on the Bridge Owners Forum and is a director of the Festiniog Railway Company that was incorporated by Act of Parliament in 1832.

Graham has a particular interest in the inspection of bridges and until 2023 was the lead assessor for the LANTRA Bridge Inspector Certification Scheme (BICS). He is a co-author of CIRIA Report C800 Guidance on the assessment of masonry arch bridges. He is also a co-editor of Highway Bridge Management published by ICE Publishing.
